语法上a situation指代的是前面的那个句子，即a very undemocratic nation or one without respect for human rights can exist with or without a "rule of law"。Many是许多人。Argue的宾语是a situation，内涵就是前面那个句子。所以最后一个从句是可以理解的，但是较真起来有语病，因为从语境看来作者强调的是几个现代独裁国家可以被认为属于“rule of law”，如果说不属于就平淡无奇、不值得一提了。
是不是这句话应作为
a situation which many(译作很多人) argue that the rule of law is applicable?
理解
不行，这就改变原文的意思了。
