家园 【原创】美国护照中的服务意识 最近写了几个关于中国护照的帖子. 作为一个在海外讨生活的中国人, 俺觉着中国驻外使领馆的服务意识还有待提高. (当然这大概适用于整个中国政府体系, 俺这里只说说身边的情况.)
举个例子. 中国驻休斯敦总领馆的联系电话(签证护照).

作为对照, 看一下美国在中国的使领馆给美国公民提供的联系电话.

服务意识的差别还体现在两国的护照上.
中国护照上基本是个人信息+条文 (有河友见过中国护照上有便民信息的请告知)
美国护照多两页14条"重要信息", 列了一些很实用的电话号码, 网址和注意事项. 举两个例子.
1. 美国公民出行前可以把全部行程和相关联系方式在政府在国内或国外的机构备案. 一旦有事, 信息被调出以便于提供帮助, 相关人等也会被通知.
2. 美国有一个"公民服务和危机处理办公室""(the Office of American Citizens Services and Crisis Management), 专门服务在海外的美国人. 如需帮助但联系不到当地的美国机构, 打电话给这个办公室, 它会帮助联系.

希望每位中国公民在出境前都学习一下相关知识或者现在开始恶补
家园 花. 重要的是可操作性. 比如能联系上当地的使领馆. 其实类似的领事保护和协助是国际惯例, 内容都是在不违反当地法律的情况下提供帮助. 问题的关键在于如何在制度上实现有效的帮助.
家园 【台湾的驻外机构对于台湾人同样门难进、脸难看、事难办】 这是一个在美国的台湾驾驶教练93年（？）对公鲨说的。驻外使馆不为本国侨民服务是我中华帝国的传统，从打大清朝就是这样。因此改善会有的，但不要着急，慢慢来嘛。
在湾区的铁手也是这么想的

家园 别不满足，对你们外侨的服务已经很好了 你到国内任何一派出所去试一试看
家园 中国驻外使领馆 从官本位到服务公民的公仆改变还是有一定的难度,但是从近来的派飞机到泰国来看,是有一定的进步.另外中国人的自由行也没老米那么多,那么有敌对因素,中国外交部危机意识也许没想到那么多,做事就可能是头痛医头,脚痛医脚,没有什么制度.
家园 沙发. 不用曲里拐弯地说中国不好。凡事多看积极的一面，比如说比以前是否有改进。
