is this statement a little over-simplified?

"由于审美观是靠文化底蕴支撑的，所以这一派自然就发展壮大为“民族文化派”。"

I might have some doubt over everybody has 文化底蕴, but looks like most of the people, with or without 文化底蕴, show some kind of 审美观. Even though I am not quite sure about what exactly “情人眼里出西施”派 is, there seems a big gap before it could be narrowed down to “民族文化派”.

他们欣赏的不是建筑，而是建筑者的文化与情操，及其表现这种文化与情操的本事。

This part is interesting. May I ask for some clarification about 建筑者, are they architects? developers? draftsmen? contractors? builders? or something else? or the representatives of all above?
