The Americans won't be shocked, because there is something called "earned income credit" in US too, it's for low income families(below 30k), basically you pay 0 tax and can get more than you earned as high as 3k from the government. Of course it's paid by using other tax payers' money.
But I am a bit shocked to know charity donations can be used as tax credit in Canada,this really can be a huge loophole! In US, even it can only be used as deductions, it's still among the IRS's most heavily audited areas in tax returns.
