必须是业主本人到场参加大会、投票，因为这是个很严肃的事情、是向业主委员会授权的法理基础。但是很多时候业主觉得麻烦、无关紧要，这样的大会召集起来很困难，其实就是像你说的、选择了充当“沉默的大多数”……
按哪个位面的章程成立的？
连业主自发组织、集会也要被诬陷成非法集会而加以驱散呢……
兄台完全没有本位面帝都的经验啊……
里面就包括了给这样的临时业主委员会授权的条款，但是很多人似乎都没注意到这一条……所以，那种由小区所在居委会和开发商指定的临时业委会，在被通过业主大会选举产生的业主委员会替换前，是完全合法的。
这个时候才是真刀真枪的干起来……

人家sonicchat上早说了,城管是我国继PLA和武警后的第3武装力量...
就在前门肯德基那儿，现在你看看北京的乞讨者有几个是真的过下去了，尤其是那些小孩，背后都有大人在盯着。记得有一个老太太靠乞讨就为两个儿子凑足了娶媳妇的钱，现在正再接再厉为老三要够娶妻安家的钱。
城管打人致死，舆论大哗，群情激愤。以中国的惯例，打人的主犯(们)今后很多年都会有人给煮饭 -- 牢饭。
有的河友情绪很激动，所以我发帖子“情绪化不能解决任何问题”，举“纽约警察乱枪打死无辜而获无罪释放”的例子，证明即使有成熟的民主，完善的法制，自由的媒体，不公平的事照样时有发生。
没想到，这样一个小小的例子，引来了一位超级矫情的河友，非要说那几个警察是情急之下“连发打光弹夹”，声称“不懂不是你的错，加上不好学还硬凹，就没意思了”
没办法，只好放狗搜索。9年前的案子，竟然很容易就找到了法庭记录外链出处，可能这个案子实在太过分了。
更正一点，我记得是50多枪，实际是41枪。
案件要点：
1。February 3, 1999, 10:30pm，Amadou Diallo 离开他工作的小店
2。午夜时分回到他和另外两人分租的公寓
3。约1小时后，他来到公寓的门厅
4。这时，4个穿便衣的警察，乘坐一辆没有任何标志的汽车到来
5。Amadou Diallo 的手放在怀里，不知是拿钥匙还是钱包，反正他怀里没枪
6。警察没有喊任何比如"Stop.” "Police." "Don't move."
7。4支枪齐发，共发射(4+5+16+16)=41 发子弹
8。And let us be absolutely clear. Each shot required a separate pull of the trigger。他们的手枪没有连发，必须扣一下板机打一枪
(我就奇怪了，TMD这4个王八蛋怎么手指头没抽筋，因为纽约警察用枪的板机压力标准是8磅)
9。於是乎，手工制作的“人肉筛子”新鲜出炉了

花絮：媒体报导，当他的尸体被搬走时，从他身上不断有弹头掉出来
案件的最终判决是：4个警察没做错任何事，无罪释放。
在这里，我想提醒所有身在美国以及可能去美国的朋友：
美国是“案例法”，就是“先例既开，照此办理”。当您身在美国时，任何时候都请不要把手放在怀里或兜里，否则，您可能会在没有收到任何警告的情况下，被数个(数十个？)警察，连开数十(数百？)枪当场击毙。如果这种情况发生了，请您的家属节哀顺变，千万不要尝试去告状，因为已有案例在先。
当然，从您身上掉出来的弹头，可以留作纪念

你说得都没有
开始说的是换不换弹夹，貌似格洛克标准弹夹是17发没错……
这里“连发”有歧义，没解释清楚，现代手枪，连续扳机就能连续射击，紧张状态下，在极短时间内打光子弹，是很常见的，原先qbq论坛的郑三炮，举过很多例子——美国警察的例子……
格洛克18是全自动，17发，2-3秒就全打了，大约不是格洛克18，虽然是军警特供……
辩护律师说的很清楚，在危险地区【就是随时可能被枪打，以至于6响左轮火力不够，要换更大火力的】执勤的警察，遇到有危险动作的人，有权开枪……显然陪审团也同意……
最后不过是重复了我早先的结论——在美国，遇到警察盘查，你首先要亮出空的双手，然后说证件在口袋里，请你来翻——这个是当地警察和民众大量鲜血证明的……
中美两国民间持枪状态是完全不同的，警察的反应也完全不同，生搬硬套大可不必……
所以我说该例子不恰当，毕竟本朝城管大人们没有生活在一个几乎人均一枪的地方……

从法庭辩论看，什么没有明示自己是警察啊，没有明确命令啊，统统是某人在故意乱说，真实是：

Again, Mr. Diallo does not comply. The officers pursue him with weapons drawn, as they are trained to do. He turns his back to them and runs for the inner door and tries to enter the building. He reaches into his Docket. He turns quickly towards the officers and he extends his hand forward with a black object.
Members of the jury, we believe that the evidence will show that had Mr. Diallo stopped to answer the officer's questions, like the fellow that they had an encounter with about an hour before, the whole thing would have ended peaceably moments later and we wouldn't be here.
Now, ladies and gentlemen, we are going to prove to you what was going through Sean Carroll's mind as he sees this reaction from Mr. Diallo and as he sees the series of events unfold and the black object coming out of Mr. Diallo's pocket toward him. His training is going through his mind. His experience is going through his mind. He is full of fear. And we will prove to you, ladies and gentlemen, exactly what was going on in his mind, because he verbalized it. 如果碰上几个穿便衣的人拦住你,说"我是警察,把身份证拿出来",应该怎么做?举起双手先,然后礼貌的请求对方验证身份?
突发奇想:这不是意味着警察在危险地区可以随便抢钱?你如果敢反抗,打死你之后大可统一口径说当时说的是"把身份证拿出来"而不是"把钱包拿出来"不就行了?

没听说过有警用的自动glock 17，见过所有的照片、电视剧、电影等都是半自动的。个人觉得没有自动的必要。
不过如果是自动的，就你说的场景也不太可能，如果是一次打完，估计根本没有几发子弹能打中。
