美国白宫网站8日公布了奥巴马就取消对中国出售C-130运输机限制问题而写给参众两院议长的信件。
奥巴马在信中表示，依照国会授权法案，并基于美国国家利益，决定取消对中国出口用于清除海上漏油的C-130运输机的相关限制。
信中说：“遵照1990年及1991年“外交关系授权法案”(Foreign Relations AuthorizationAct)第902条(b)(2)款规定，我以美国总统的身份通知国会，基于国家利益，终止第902条(a)(3)款有关对中国出口军需品暂时许可签发规定中，对于C-130运输机出口的限制。”
奥巴马在信中还说，出口C-130运输机给中国，是为因应海上漏油行动之用。但出口许可仍需逐件提出申请，并经政府审核通过。
另据悉，白宫没有透露对中国出口C-130运输机的时间、数量和金额。如果奥巴马的要求得到美国国会的批准，这将是美国自1989年以来首次向中国出口高科技军用武器。
C-130运输机是美国洛德·马丁公司上世纪50年代研制的4发中型多用途战术运输机，可在前线强行着陆并能在野战跑道上起落。除美国空军装备1千多架外，还出口到50多个国家和地区。（中国新闻网）

意思是该飞机是卖给一个欧洲公司，这个公司负责清理油污时，需要在中国机场操作该机，所以要有这个出口许可。

C130－J系列是1990s，九十年代的，有新型发动机，数字电子系统，以及其他比较先进的技术。
听说中国一直在跟美国谈这个买卖，小布什在的时候，就已经开始谈。小布什临离开白宫的时候，不是签过一个对中国放宽技术输出限制的文吗？小布什是共和党的，估计奥巴马这一次不会在参众两院受阻。

家园 功夫在诗外 要的不是机体，是航空电子设备、符合材料应用、发动机技术。以美国的狡诈，这些恐怕都不会全给，最多给一部分钓着。这次是特殊用途飞机，或许会采购几架。重点是，在标准配置之外有甚么东西。
家园 这是大好事啊！ 几架C130倒不重要，关键是美国把这口子一开，欧洲就可能坐不住了，那个武器限制令可能很快就可以取消。

家园 这里说的可能是洛-马生产的新型号C-130 下面是global-military点COM上copy来的内容，没有说明是C-130的什么型号。较早型号的C-130早已停产。几十年了，较早型号的C-130声誉非常好，现在洛-马正在生产的C-130J型几乎是一种新飞机，大量采用了当前最先进的技术。
很大的可能性，这种飞机是C-130J的。中美两国都清楚，旧型号的中国哪里会买？
