I don't know how the Chinese justice system defines this. But in US, as far as I know, this is not a misdemeanor. The parents will lose their custodial right immediately. Indeed, all children must be closely looked after by adults before age 10 (or 12? I can't remember it). Leaving a 2 years old kid in the street unattended will be not only punished by law, but also condemned by the the society as as unacceptable.
