you have to keep the clutch down(and also break down), because at the red-light, you can not put the gear to neutral(keep in the 1st gear),

this is the rule in here while you taking the road test.

when you see the green light, you can release clutch gradually, step down gas gradually same time, when the car is moving properly, release clutch all the way.
