I am not sure if you have utf8 included in the system? I can show chinese correctly in my shell. I can also read and write my windows fat32 partition by set the following config in /etc/fstab:
/dev/"your fat32 partition" /media/"your mount point" vfat iocharset=utf8,umask=000 0 0
