这段话是说，双方同意，边界人员之间脱离接触，并且这种接触脱离正在进行中。

所以，印度可没说是双方一起撤军哈，各位不要随意解释。
再参照中方华姐姐的原话：
8月28日下午14时30分许，印方将越界人员和设备全部撤回边界印方一侧，中方现场人员对此进行了确认。
时间，精确到分，人员，乃是现场人员，进行了确认。
