而且后面也提到，为华盛顿特设的General of the Armies of the United States高于过去现在未来所有的军衔（the grade of General of the Armies of the United States is established, such grade to have rank and precedence over all other grades of the Army, past or present.）所以潘兴和华盛顿虽然都是General of the Armies of the United States但也不一样吧
