actually it is in Canada's best interests if Canada can separate away from Quebec.
我认为虽然红脖子可恨，但还是可交的--ya, they are straightforward.
Canadian gov. is well-known for party patronage. Its civil service is stuffed with political appointees. It has never successfully reformed its civil service system following the American model.
It has much less corruption mainly among the lower-level staff: these people deal with businesses and individual on a daily basis, that's why people have the wrong perception that Canada is less corrupted than many OECD nations.
