由参众两院各自决定。因为表决的时候是参众两院各自派出的议员分别根据多数决来表决。

“The Senate and House committees need not be the same size .....Although the managers on the part of each House meet together as one committee they are in effect two separate committees, each of which votes separately and acts by a majority vote. For this reason, the number of managers from each House is largely immaterial."

(2)关于谁。

有参众两院各自整体决定。但近来两院领导人的影响力在加大。

一般参加的是原来承担立法工作的专业委员会的资深委员。

（3）关于Filibuster

没有看到在这个阶段使用filibuster的记载。可能不适用（有否觉得：filibuster和协商会议本身的目的是冲突的？）。
