They are homeless guys. Give them if you have some quarters, or leave them if you are not willing. I met such old men and ladies in walmart parking lot. Some ladies said it happened she forgot her purse and whether I could give several bucks to her to buy diaper for her baby. She would write a check to me later, and hope I wouldn't think this was begging.
