may be able to solve your problem.

1 Click on START on the bottom left

2 Click on the settings

3 Click on the contol pannel

4 Double click on the Regional Options

5 Click on the General tab

6 The third window is supposed to be language setting, select the Simplified Chinesee or Traditional Chinese

7 Click on the Input Locale Tab on the Regional Option

8 Click Change

9 Click on the ADD

8 Select the way you want to input Chinese offered by the system like Pingyin Zhengma and so on.
