我整理节选一下
从１９６３年１２月，毛泽东提出要建立中国“反弹道导弹系统”的主张，并开始的640计划，到今年2010年都过去46年了
当年毛爷爷几大核/导弹/太空项目,这是技术要求最高最困难也是最后一个实现的。
64年的国防科工委“核武器发展报告”中的要求是要求二机部争取在七十年代中期完成核导弹的武器化(小型化)。七机部的东风系列导弹力争在７２年完成，液体燃料导弹优先，并在东风五号的基础上发展运载火箭。 六机部负责核潜艇“０９１工程”。 中科院负责卫星计划。
同时挤出国库里最后几块钢蹦在四川建反导中心，发展反击一号二号三号三种规格的反导弹
１９６７年１月，中国在军方和科研系统内部召开“６４０工程”会议，确定了五个分系统代号、各研究单位的分工、系统的研制规划等，并决定加快反导靶场与反导核弹头的研制。会上提出计划在７３年到７５年左右开始实弹试验。
１９６４年８月１４日，国务院总理周恩来批准七机部二院为“反导、反卫星总体研究院”。二院已于１９６４年初开始着手组织前期准备工作，并于１９７０年开始进行反卫星计划论证。
著名的7010和110雷达就是640系统的组成部分，宣化附近有一个废弃的7010雷达基地，鼎盛论坛有过发烧友结伴进去探秘的，北京的筒子们也可以去看看。
七十年代我们进行过数次反导的模拟弹试验和验证弹试验，但最后实弹因为技术难度太大，在八十年代640计划下马了。
640计划于80年终止，但后来又开始863反导计划进行技术预研，相关研究一直没有断过，我们有很多实验卫星都和反导研究有关，比如“实践2号乙”，神州7号放的那个小卫星完全就是一次反导技术验证。
“反击一号”低层高超音速拦截弹，概念大约是苏联“橡皮套鞋”采用核弹拦截的技术概念，5马赫以上的速度。
“反击三号”高层拦截弹居然是双层拦截系统概念，一发不中还要有时间能补第二发，美国前不久才在导弹防御计划中提出，当年对我们显然力有不济。
“反击二号”低层拦截弹是S-300的技术概念，当年是红旗3，红旗4防空导弹。
三个型号构成从中端到末端从战术弹道导弹拦截到告诉站远程战略弹道导弹拦截的体系，之后我国的反弹道导弹计划都是在这个框架之下。
640工程事实上是三个子计划，TMD、NMD、反卫星。反卫星2007年已经成功，TMD类型的战区导弹防御有几个红旗型号，NMD类的就是这昨天实验的。

Yeah, I believe it was the Clinton administration that OK'ed the sale of GM's subsidiary that had the technology that made this possible. It was a magnet company that made all the guidance systems for our missiles possible. We were assured the plant would remain in the U.S. as well. You can guess where it is now. The company was called Magna something I think, we sold it for chump change....like 80 million. Now they're using the technology to threaten us. Go figure. Freakin' politicians!

The Clinton administration (Ron Brown) approved the sale of a General Dynamics missle production facility in Ohio to the Chinese. They packaged it up lock, stock and barrel (and blueprints) and put it on a train to San Diego and on a ship to China. Ron Brown was called to testify before congress how and why it was approved (his son was a registered lobbyist for the Chinese). In a very convenient coincidence, the plane carrying Brown crashed on its way home for him to testify.This reportedly gave the Chinese a twenty-five year jump start on guidance systems.
LookingUp, this wassn't 1940s rocketry. It was cutting-edge computer guidance systems technology. While VanBraun, et al did help advance our rocketry in the 50s, I doubt sixty years later "our firecrackers would still be blowing up on the pad."

Ahhh...it should be succesful.....we gave them the know how I am sure ...or someone did. Either way no big deal they are doing it for self defense.

Ron Brown was called to testify before congress how and why such classified technology was approved (his son was a registered lobbyist for the Chinese). In a very convenient coincidence, the plane carrying Brown back to the US from a European trade meeting crashed on its way home before he could testify. (Search for some of the details regarding this "accident" and "campaign contributions."). This sale reportedly gave the Chinese a twenty-five year jump start on missile guidance systems.
