Xi Jinping General Secretary, State President

Li Keqiang Premier

Yu Zhengsheng Vice President

Zhang Dejiang Chairman of the Standing Committee of National People's Comgress

Wang Qishan Chairman of the Chinese People's Political Consultative Conference

Li Yuanchao Chairman of the Central Discipline Inspection Committee

Zhang Gaoli Executive Vice Premier

In recent days we have heard differing reports as to who will assume the roles Vice President, Chairman of the CPPCC and Chairman of the CDIC, but we belive the above configuration to be the final one. While we have confidence in our sources. given the dynamics of negotiations between factions and intra-Party interest groups, further changes cannot be ruled out. We will be watching developments closely to keep you informed of any changes.

For business, the take-aways are:

This configuration has the hallmarks of compromise. for those companies and sectors wanting continuity. this is welcome. Regarding political or econmoic reforms, one would anticipate an evolutionary approach. For companies desiring a more radical approach to reform,there is little evidence that the preconditions are there for accelerated change in the near to medium terms.

this is a conservative configuration. Most of the new PSC members are likely to be one-term members, with Li Yuanchao being the sole entrant who may be considered for a second term. This configuration, with all new PSC members being older than Xi and Li, and many having ties to Jiang Zemin and/or Hu Jintao, will likely constrain Xi and Li from advancing their own agendas This PSC id a collection of "safe hands" that reinforces the Party's focus on continuity.
