I think 骨头龙's story suits balloon bombs best in nature, albeit with some exaggeration. Overwhelm your enemy by sheer volume, and that's it. Survival under enemy fire is not a major concern. Once it's in enemy sky, the job is already done. No air defense could effectively cope with cheap weapons by volume.

A little bit of cheap hardware is fine, e.g. positioning device piggybacked with a little target allocation intelligence, which greatly reduces the vast number of balloons that would be required otherwise. Propelled warhead is also desirable, but only when it's cheap.
