为资本向中央索要权力--is that necessarily wrong when a nation PROGRESSED FROM backward absolute-power-monarchy society into a modern industrial capitalist REPUBLIC society AND SEEK TO CHECK THE KING/QUEEN'S ABSOLUTE POWER?
why 中央need absolute 权力? Why power should not be checked and balanced IN A CONSTRUCTIVE WAY as in the UK, and USA?
why 中央 can not distribute power back to provinces on issues where THEY CAN BE HANDLED MOST EFFECTIVELY AND EFFICIENTLY?
Several nations allowed and still allow local self-governance in their federal or conferate structures, such as US, Canada, UK. Why they succeeded and China in the 16th cnetury failed miserably?
