Should the Security Council consider that measures provided for in Article 41 would be inadequate or have proved to be inadequate, it may take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security. Such action may include demonstrations, blockade, and other operations by air, sea, or land forces of Members of the United Nations.

安全理事会如认第四十一条所规定之办法为不足或已经证明为不足时，得采取必要之空海陆军行动，以维持或恢复国际和平及安全。此项行动得包括联合国会员国之空海陆军示威、封锁及其他军事举动。

关键是允许“其他军事举动-other operations”，所以基本就是只要安理会通过，什么都可以干。
