The top leadership in Qing's time were good at blah-blah talk. When it comes to daily training, practice and intelligence work, Chinese were not serious enough at all.

To some extent, Qing's Chinese were quite similar to Italians during WWI and WWII.
The Chinese army was fully reformed by TG. Since then, Chinese army really became more like a modern respectable army.
