英国在一战前对欧洲大陆国家干了几百年的divide and rule。哪个大陆国家强大了便同其对手结盟对其予以削弱。

一战后英国及整个欧洲的实力被大幅削弱，英国对其他列强不再有divide and rule的能力。从此风光不再。

二战后期美国选择在欧洲西部开辟第二战场，从而保证了东西欧以后几十年的分裂，也保证了自己西方世界保护人的地位。

不过小布什上台后的美国的对外政策就没有合适的解释了。或者说不敢相信会这么愚蠢和赤裸裸。
